The Air Cargo Security Alliance’s mission is to promote a federal air cargo screening program that will meet homeland security requirements with 100% screening of air cargo and will allow the air cargo industry to meet its customers' needs.
With the enactment of the Implementing Recommendations of the 9-11 Commission Act of 2007, Congress directed the Department of Homeland Security and the Transportation Security Administration to establish an air cargo screening program commensurate with the passenger screening program that they are currently operating and to ensure that 50% of all cargo is screened by February 2009 and that 100% of all cargo is screened by August 2010.
Meeting the requirements set forth by Congress in a manner that will allow the air cargo industry to meet the needs of its consumers will require a multi-layered approach by the Department of Homeland Security and the Transportation Security Administration that includes voluntary screening by members of the air cargo industry and a robust federal screening program physically located at America’s airports.
