The Air Cargo Security Alliance has been formed to be a broad coalition of pilots, airlines, freight forwarders, direct shippers and many others advocating for a robust TSA air cargo screening program to help meet our national security needs.

In 2007, Congress enacted legislation which will require that every piece of cargo that is shipped on passenger planes be screened starting in 2010. In order to meet this mandate, Congress instructed TSA to establish a cargo screening program that is commensurate with the passenger screening program that they implemented immediately following the terrorist attacks of September 11, 2001.

This enormous logistical challenge cannot be accomplished without the implementation of a robust cargo screening program operated by TSA at the airports. Unfortunately, TSA has made it clear that they do not want to get into the business of cargo screening – and intends to force the private sector to conduct its own screening, which will cause massive backlogs, eliminate the speed factor inherent in air cargo shipping, reduce the volume of cargo shipped on passenger planes dramatically and put thousands out of work. Further, the lack of federal cargo screening (similar in scope to the passenger screening program currently run by TSA) will leave a major hole in our air cargo security program – and will place the responsibilities of ensuring air cargo security on the shoulders of small businesses that are not equipped to handle such a burden.

At the Air Cargo Security Alliance, we understand that a strong, nation-wide campaign will be necessary to force TSA to set-up and run the type of federally-operated cargo screening program that Congress instructed them to establish – a campaign that will bring pressure on Congress and TSA from outside companies across the country who understand both the economic and security risks in TSA’s failure to implement such a program.
