Meet the ACSA Team!

David E Wirsing

David Wirsing has global executive experience in national and international aviation, operations, marketing, and sales. He has developed and introduced products and services for, airlines, and other transportation providers. As marketing and sales director and a proven team leader and mentor, he has developed and implemented programs that continue to provide significant benefits for employers and clients. Mr. Wirsing has also provided consulting services to U.S. Government Agencies on aviation security enhancements following the terrorist acts of 2001.

Mr. Wirsing began his transportation career in the airline business as a sales executive with Canadian Pacific. Through a series of promotions and relocations he became Director of Global Sales and Operations at the airline's headquarters in Vancouver, BC. His responsibilities included the carrier's activities in North America, Europe, Asia, South America and the South Pacific. Recognized for his successes by the competition, he was sought out by Air Canada and relocated to their headquarters in Montreal where he became the General Manager for the US, Caribbean and Latin America team of 200+.

Well-known in the industry for his successful career and global industry relationships, Wirsing was sought out by the largest logistics provider in Canada to develop and lead their transportation division. As Vice President he exceeded expectations by successfully coordinating and enhancing the efficiencies of the multi-modal transportation and diverse logistics elements of Livingston Group.

Mr. Wirsing later returned to his native United States when he was sought out by Air Cargo, Inc. as their marketing and sales senior executive. ACI provided transportation solutions to their owners, the nation's airlines as well as a host of international airlines.

The expansive knowledge and expertise Wirsing accrued over the years was the vital requirement of an air transportation association which was searching for an Executive Director in 1998. Following a period of consulting on behalf of the Airforwarders Association, Mr. Wirsing became its Executive Director following the retirement of its founder. His office established programs that continue to enable the association's constituents to participate in the legislative process while making major business and economic and security contributions to the aviation industry. In addition he was instrumental in the development of a coalition of advocate groups for the industry to include the Air Transport Association, Airports Council International, NITL and others to address transportation security and trade facilitation in a post-9/11 environment. He managed the association's Air Cargo annual conferences with year-over-year growth.

Wirsing subsequently formed Phoenix Marketing, Inc. to provide business consulting services through his vast network of executive level relationships and has successfully completed a number of major assignments for the U.S. Government, and for clients in the global transportation sector. Mr. Wirsing has consulted with the Battelle Memorial Institute and the U.S. Department of Transportation on matters related to transportation efficiencies. He frequently is sought out for advice on matters related to Customs and Border Protection (CBP) and other Transportation Security Administration (TSA) physical distribution and supply chain issues. In these assignments he coordinates with trade associations and service industry specialists on issues that involve maximizing supply chain velocity, in-transit visibility and security.

Mr. Wirsing often addresses audiences in the transportation and security sectors. His numerous editorials have been published worldwide and he is frequently called on for comments and interviews by national and international media.

Michael Whatley

A Partner at HBW Resources, Mr. Whatley served as the Chief of Staff for Senator Elizabeth Dole; Staff Director and Chief Counsel for the Subcommittee on Clean Air, Climate Change and Nuclear Safety of the Senate Committee on Environment and Public Works, Principal Deputy Assistant Secretary for the United States Department of Energy, and Counsel to the Senate Republican Conference. Mr. Whatley also served as a Senior Policy Coordinator and Counsel to the Bush-Cheney campaign and transition teams.

Prior to his public service in Washington, Mr. Whatley served as a law clerk for the Honorable Robert D. Potter, Senior United States District Judge for the Western District of North Carolina.

After leaving public service, and prior to founding HBW Resources, Mr. Whatley founded the Patriot Group, a senior level policy and legislative advocacy organization, and was a partner in the Washington, DC office of O'Connor & Hannan, a Washington, D.C. based full-service law firm with expertise in energy, environment and transportation policy.

He holds a JD and Masters Degree in Theology from the University of Notre Dame, a Masters Degree in Religion from Wake Forest University and a Bachelors Degree in History from the University of North Carolina at Charlotte.
